On July 12, 2012, the series was reported in the work under the title Malice. Brannon Braga ("Terra Nova") and Adam Simon ("The Haunting in Connecticut") were stated to have booked a potential drama at the cable channel billed as "a psychosexual paranormal thriller that redefines the events of the Salem witch trials." Prospect Park's Jeff Kwatinetz and Josh Barry will executive produce alongside Braga and Simon for Fox 21. The title was eventually changed to Salem, considered a more catching title to sell. [1]
WGN America ordered the drama series on June 4, 2013. The first original scripted series for the cable network.[2] Filming began November 13, 2013, in Shreveport, Louisiana. A full 1:1 scale set was built to reproduce the village.[3]

An hour-long documentary titled "The Real Witchcraft of Salem" was released ahead of the series premiere.
